Earlier Application Window for Foreigners
International students need to pay attention before the main registration phases begin. For example, the 2026 Indication of Interest window was 19–25 May 2026, for children seeking P1 admission in 2027.
The corresponding 2027 window must be checked separately when MOE publishes it.
Who Is Eligible for P1 Registration in 2027?
The normal 2027 registration cohort comprises children born between 2 January 2021 and 1 January 2022, both dates inclusive, for P1 entry in 2028. Official school information identifies this birth-date range for the 2027 exercise.
Your child’s citizenship or residency status determines the application route.
| Child’s status | Registration route |
|---|---|
| Singapore Citizen | Applicable phases from Phase 1 to Phase 2C Supplementary |
| Singapore Permanent Resident | Applicable phases from Phase 1 to Phase 2C Supplementary |
| Neither a Singapore Citizen nor a PR | International-student process, including an Indication of Interest before consideration for Phase 3 |
The child’s status matters when identifying the correct route. International students follow a separate process from Singapore Citizens and PRs.
P1 Registration for Singapore Citizens
Singapore Citizen children can apply in the phases for which they qualify. A sibling or another qualifying school connection may allow an application in an earlier phase.
If your child has no qualifying connection and has not secured a school place, Phase 2C is the main registration route.
Singapore Citizens receive priority over Permanent Residents when places are allocated under the applicable admission rules. Parents should still assess demand carefully because citizenship does not guarantee admission to a preferred school.
P1 Registration for Permanent Residents
Singapore PR children participate in the same five registration phases as Singapore Citizens, subject to each phase’s eligibility conditions.
A foreign child who holds Singapore PR status follows the PR route, rather than the international-student process.
When comparing schools, PR families should check:
- Their child’s eligible registration phases.
- Available vacancies and application numbers.
- Citizenship priority in admissions.
- Any school-specific PR intake restrictions published by MOE.
MOE provides information on the PR intake cap for Phases 2C and 2C Supplementary through its P1 registration guidance.
P1 Registration Phases Explained
The following phases apply to Singapore Citizen and PR children.
| Phase | General eligibility |
|---|---|
| Phase 1 | A child with a sibling currently studying in the primary school |
| Phase 2A | Qualifying connections through a parent or sibling who previously attended the school, school committee membership, school employment, or the MOE Kindergarten under the school’s purview and located within it |
| Phase 2B | Qualifying parent volunteers, endorsed members of a directly connected church or clan, or endorsed active community leaders |
| Phase 2C | Children who have not yet registered in a primary school |
| Phase 2C Supplementary | Children still without a primary school place after Phase 2C |
These are summaries. Check MOE’s full phase eligibility requirements before applying.
A child can be registered for only one school in any phase. If an application is unsuccessful, parents may register in the next phase for which their child is eligible.
P1 Registration 2027 for Foreigners and International Students
Children who are neither Singapore Citizens nor Permanent Residents follow MOE’s international-student process.
There are two important stages: submitting an Indication of Interest and, if offered a place, completing Phase 3 registration.
Step 1: Submit an Indication of Interest
International students must first submit an online Indication of Interest within MOE’s specified window to be considered for Phase 3.
This happens earlier than Phase 3 registration. Missing this initial window can prevent participation in that year’s Phase 3 exercise.
For 2027, parents should start checking MOE’s announcements around April or May and watch for the submission dates.
Step 2: Wait for MOE’s Notification
Submitting an Indication of Interest does not guarantee a place.
Under the current process, MOE notifies families by email by October whether their child can be offered a P1 place. Successful applicants receive instructions on registering with the designated school.
Step 3: Complete Phase 3 Registration if Offered a Place
Follow the school registration instructions and deadline in MOE’s notification. Keep your email address and contact details current throughout the process.
Check MOE’s international-student P1 registration page for the documents, eligibility conditions and confirmed 2027 timeline.
Because admission is not guaranteed, families should also consider alternative schooling arrangements while waiting for the outcome.
Phase 2C Changes From 2027
Parents applying through the Singapore Citizen or PR phases should account for changes beginning with the 2027 exercise.
60 Reserved Phase 2C Places at Most Schools
Schools with a P1 intake of 180 or more will reserve 60 places for Phase 2C, up from 40.
Schools with fewer than 180 P1 places will retain 40 reserved Phase 2C places. Phase 2B will continue to have 20 reserved places.
Two Phase 2C Distance Tracks at 12 Schools
Twelve schools will divide their Phase 2C places equally between applicants living:
- Within 2km of the school.
- Beyond 2km of the school.
There will be no home-school distance priority within either track. Singapore Citizens will retain priority over PRs, whose applications are considered after all Singapore Citizen applicants across both tracks have been admitted.
These changes concern Phase 2C. International students continue to follow their separate admission process.
P1 Registration 2027 Vacancies and Balloting
When reviewing school demand, distinguish between three figures:
| Figure | Meaning |
|---|---|
| Total P1 intake | The school’s overall number of P1 places |
| Vacancies for your phase | Places available at your child’s registration stage |
| Applications received | Demand for those places |
MOE publishes vacancy and balloting updates as applications are processed.
Past balloting results can help parents understand demand, but they cannot predict an individual child’s outcome. The 2027 changes also mean that earlier Phase 2C results may not be directly comparable.
For international students, vacancies displayed during earlier phases should not be treated as an admission offer.
How to Register Through the P1 Registration Portal
Under the current process, parents of Singapore Citizen and PR children register online using Singpass.
- Visit MOE’s official P1 registration website.
- Access the P1 Registration Portal.
- Check your child’s eligible phase and school.
- Submit the application within the relevant registration window.
- Check the acknowledgement and submitted application.
Only one parent needs to submit the application, with a declaration that the other parent’s consent has been obtained. Additional requirements may apply when using a caregiver’s address or a new property address.
International-student families should follow MOE’s separate Indication of Interest instructions.
P1 Registration Results and Application Status
Singapore Citizens and PRs
Check that your application appears in the portal after submission. Under the current process, parents can check results through the P1 Registration Portal and receive an SMS notification.
If unsuccessful, apply in the next eligible phase. Children who remain unsuccessful after Phase 2C Supplementary will be posted to a school with available vacancies.
International Students
Watch for MOE’s email notification. If your child is offered a place, complete registration according to the instructions provided.
An Indication of Interest acknowledgement is not confirmation of admission.
