Available Vacancies for Foreigners : Primary 1 Phase 3 (2022-2024 Data)

For parents of international students or Singaporean citizens/permanent residents who missed earlier phases, Phase 3 of Singapore’s Primary 1 registration process offers important opportunities. Based on historical data from 2022-2024, here’s what you need to know about school vacancies in this phase.

Understanding Phase 3

Phase 3 is specifically designed for:

  • Children who are neither Singapore Citizens (SC) nor Permanent Residents (PR)
  • SC/PR children who weren’t registered in earlier phases

This phase typically has limited vacancies, making advance planning crucial.

  1. Consistently Available Schools: Several schools show vacancies year after year, including:
    • Ahmad Ibrahim Primary (78-116 vacancies)
    • Bendemeer Primary (27-70)
    • Boon Lay Garden Primary (69-153)
    • Meridian Primary (77-145)
    • Northoaks Primary (114-159)
    • Yuhua Primary (82-188)
  2. High-Vacancy Schools: In 2024, Yuhua Primary had the most Phase 3 vacancies at 188, followed by Meridian Primary (145) and Northoaks Primary (144).
  3. Volatile Availability: Some schools like Edgefield and Farrer Park showed significant fluctuations year-to-year.
  4. New Opportunities: Schools like Canossa Catholic and Haig Girls’ appeared in 2024 after having no vacancies in previous years.

Tips for 2025 Applicants

  1. Have Backup Options: Given the year-to-year variations, identify multiple potential schools.
  2. Watch for New Patterns: Schools that recently began accepting Phase 3 applicants (like those appearing in 2024) may continue this trend.
  3. Geographical Considerations: Note that certain areas (like the West region) tend to have more Phase 3 vacancies consistently.
  4. Prepare Documents Early: As Phase 3 is competitive, having all required paperwork ready can make the difference.

The Ministry of Education typically releases the official 2025 Phase 3 vacancies closer to the registration period, but this historical data can help families begin their planning process.

  • Phase 1 is for a child who has a sibling studying in the primary school.
  • Phase 2A is for children whose parents are alumni, school advisory committee members, or staff members of the school or MOE Kindergarten. 
  • Phase 2B is for children whose parents are parent volunteers, church/clan members, or active community leaders. 
  • Phase 2C is open to all children who haven't secured a spot in earlier phases,
  • Phase 2C Supplementary is for those unsuccessful in Phase 2C
  • Phase 1: July 1st to July 3rd 2025
  • Phase 2A: July 10th to July 11th 2025
  • Phase 2B: July 21st to July 22nd 2025
  • Phase 2C: July 29th to July 31st 2025
  • Phase 2C Supplementary: Aug 18th to 19th
