P1 Registration 2025 for Foreigners: Key Dates, Requirements & Guide for International Students

Are you a foreign parent living in Singapore and planning to register your child for Primary One (P1) in 2026? The P1 Registration 2025 for foreigners follows a specific process under Phase 3 of the Ministry of Education’s (MOE) registration exercise. Here’s a complete guide with everything you need to know, including timelines, eligibility, and important requirements.


📅 Key Dates for P1 Registration 2025 for Foreigners

Step 1: Submit the Indication of Interest Form

  • Start Date: 27 May 2025, 9:00 AM
  • End Date: 2 June 2025, 4:30 PM
  • Where to Apply: MOE P1 International Students Portal

Only foreign (non-citizen, non-PR) children who submit this online Indication of Interest form within this period will be considered for Phase 3.

Step 2: MOE Notification

  • When: By October 2025
  • What Happens: MOE will inform you via email whether your child is offered a P1 place. If successful, you’ll be guided on how to complete the registration with the designated school.

Important: Missing the indication of interest window means your child will not be eligible for Phase 3 registration.


👶 Who Can Apply?

Foreigners eligible for the 2025 P1 Registration Exercise (for 2026 admission) must have children born between:

2 January 2019 and 1 January 2020 (both dates inclusive)

These children will be at the right age to start Primary One in January 2026.


📌 How Does Phase 3 Work?

Phase 3 is the last registration phase, taking place after all Singapore Citizens (SC) and Permanent Residents (PR) have been allocated places in earlier phases (Phases 1 to 2C Supplementary).

Key Facts:

  • No guarantee of placement: Places are limited and only available if there are vacancies after SC and PR allocations.
  • No choice of school: If offered a place, it will be at a designated school. There is no option to choose or appeal.

If offered a place, you may be asked to provide:

  • Child’s passport and birth certificate
  • Immigration documents (e.g., Student Pass, Dependant Pass, or other relevant passes)
  • Proof of residential address
  • Parent’s valid identification and passes

⚠️ Important Notes

  • No balloting in Phase 3: Placement is subject purely to availability.
  • One-time submission only: Only those who submit the Indication of Interest form by 2 June 2025 can proceed to actual registration.
